Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> RESOLUTION #94-08-169 <br /> <br />RESOLUTION ESTABLISHING RESIDENTIAL RATE FOR CURBSIDE <br />RECYCLING PROGRAM AND IMPLEMENTATION OF SUCH <br /> <br />WHEREAS, it is mandatory that a City provide access to a recycling program; and <br /> <br /> WHEREAS, the City of Ramsey has operated and fully funded a curbside recycling <br />program at not cost to the benefiting residential properties; and <br /> <br /> WHEREAS, a continued funding source to pay for this program is no longer available <br />due to the clost~re of the Anoka Sanitary Landfill; and <br /> <br /> WHEREAS, the existing funds will be completely depleted by mid-1995 if no other <br />source of funding is designated; and <br /> <br /> WHEREAS, the City Council has authorized billing residential properties for a curbside <br />recycling progam with the adoption of Ordinance//94- on August 22, 1994; and <br /> <br /> WHEREAS, the City of Ramsey Finance Committee has reviewed and accepted the <br />calculation and rationale used in establishing a rate of $3.05 per quarter for each benefiting <br />residential property; and <br /> <br /> WHEREAS, it is in the City's best interest to implement a billing of $3.05 per quarter for <br />each residential property beginning with the first quarter of 1995. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby approves a quarterly rate of $3.05 for services <br />provided through the curbside recycling program, to be billed directly to all residential <br />properties. <br /> <br />2) <br /> <br />That the Ramsey City Council hereby directs the Finance Officer to establish this line item <br />on the utility billing system currently provided through Anoka Electric Cooperative and <br />proceed with notification to all affected residential properties. <br /> <br />The motion fort the adoption of the foregoing resolution was duly seconded by Councilmember <br />Hardin and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gilbertson <br />Councilrnember Peterson <br />Councilmember Hardin <br /> <br />and the following voted against the same: <br /> <br />Councilmember Beyer <br />Councilmember Zimmerman <br /> <br /> <br />
