Councilmember Hardin introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #94-11-250 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT g0370 RELATING <br />TO A REQUEST FROM CITY OF ANOKA ELECTRIC UTILITY (AMU) <br />TO INSTALL AND OPERATE ELECTRIC TRANSMISSION LINES <br />WITHIN THE CITY OF RAMSEY ("CITY") <br /> <br />WHEREAS, the City of Ramsey adopted Ordinance//92-13 granting a franchise <br />to AMU and Anoka Electric Cooperative to consruct and operate electric distribution <br />systems and transmission lines within the City limits. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF <br />MINNESOTA, as follows: <br /> <br />1) <br /> <br />That AMU, hereinafter referred to as "Applicant", has properly applied for a <br />Utilities Permit to construct and operate a 115 Kilovolt (KV) electric transmission <br />line within the City limits along the following described route: <br /> <br />Commencing at a point where the westerly boundary line of the northwest quarter <br />of the southwest quarter of Section 22 intersects 153rd Avenue N.W. and <br />heading south to the approximate location for the intersection of Sunwood Drive <br />and Sunfish Lake Blvd. N.W., then heading southwest to the northeast comer of <br />Gateway North Industrial Park Plat #2, then south to the Burlington Northern <br />railroad tracks, then east to the Anoka city limits (see Alternate 3 on Exhibit A <br />attached hereto). <br /> <br />("Route"). <br /> <br />2) <br /> <br />That the Applicant has stated that a 'no-build' alternative is not an option and the <br />transmission lines are necessary to maintain adequate service to customers of AMU, <br />which includes residences and businesses in .the City of Ramsey. <br /> <br />3) <br /> <br />That the Applicant appeared before the Ramsey Planning Commission on October <br />4, 1994 and the minutes of said meeting are hereby incorporated by reference. <br /> <br />4) <br /> <br />That the proposed 3 miles of transmission lines will be installed on parcels zoned <br />Industrial, which is a compatible land use. <br /> <br />That the Applicant has stated that the transmission lines will be constructed to 115 <br />KV requirements but will be operated at 69 KV. <br /> <br />6) <br /> <br />That the Applicant has stated that the poles will be 50-70 feet in height and that less <br />visually obtrusive alternatives are not economically feasible. <br /> <br />7) <br /> <br />That the Applicant has stated that no Federal or Public Utilities Commission permits <br />are required. <br /> <br />That City Staff has recommended that the community impacted by the project <br />receive good and valuable consideration in response to the visual intrusion. <br /> <br /> <br />
