Under this idea, once the City has approved a Master Plan that meets the
performance standards in the proposed code, any significant changes to the Master Plan would
require the developer to process a revised Preliminary Site Plan for the entire site. A £mal site plan
would be processed for each phase of the project as they are constructed, ensuring compliance with
the Master Plan.

The Planning Commission first reviewed the proposed code at the June I, 2006 meeting.
Comments provided at that meeting included the need to differentiate between this zoning district
and the Town Center on the east side of Armstrong Blvd. Staff has reworked the Intent statement
to attempt to address these concerns.

Recommendation:

Staff is recommending adoption of the proposed changes.

Commission Action:

Motion to recommend that City Council adopt an ordinance adding Section 9.28 03-3 Business
District) to Chapter 9 of City Code.

Review Checklist:
Community Development Director
Assistant Community Development Director
Associate Planner

PC: 7/10/06

156
