Case #4: Request for Comprehensive Plan Amendment; Case of MN Skyline <br /> Partners, LLC <br /> <br />Presentation <br /> <br />Assistant Community Development Director Frolik advised that Bruce Chalupsky, for <br />IVlN Skyline Partners, LLC, has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. She indicated that the request is to change the land use designation <br />from Low density Residential to Medium Density Residential. She stated that the <br />property is located to the west of Nowthen Boulevard and to the north of 151st Lane. She <br />indicated that the amendment to the Comprehensive Plan, coupled with a rezoning and <br />subdivision request, would allow the applicant to develop the property with townhomes <br />up to seven units per acre. <br /> <br />Assistant Community Development Director Frolik stated that the City Council adopted <br />an Interim Policy for Comprehensive Plan Amendments to serve as a guideline for <br />reviewing applications. She stated that Staff has found that with the Interim Policy, as <br />substantial amount of information is needed before the Commission and Council can <br />make an informed decision on the proposed Comprehens{ve Plan Amendment. She <br />indicated that Staff typically gets this information at the preliminary plat stage. <br /> <br />Assistant Community Development Director Frolik indicated that with these facts in <br />mind, Staff is of the opinion that no determination should be made on the Comprehensive <br />Plan Amendment at this time. She stated that the proposed Comprehensive Plan <br />Amendment should be considered at time of Preliminary Plat submittal. <br /> <br />Assistant Community Development Director Frolik indicated that Staff would <br />recommend that no decision in regards to the application be made at this time. She stated <br />that since public hearing notices were sent out, the Planning Commission should open the <br />public hearing and take comments. She indicated that Staff suggests closing the public <br />hearing after all testimony is heard. She stated that if' the project moves forward to the <br />preliminary plat stage, Staff will send out notices for another public hearing for the <br />proposed Comprehensive Plan Amendment. <br /> <br />Public Input <br /> <br />Vice Chairperson Johnson opened the public hearing at 8:16 p.m. <br /> <br />Larry Hillard, developer, stated he owns property in Ramsey. He indicated that their <br />company is MN Skyline Partners, specializing in upscale properties. <br /> <br />Bruce Chalupsky, IHB Corp., representing the applicant, indicated he hopes they have <br />come up with a plan different than what has been previously proposed in Ramsey. <br /> <br />Mr. Chalupsky indicated that the original sketch plan started with about 75 units in Phase <br />1 and 2, and has been scaled back to 65 units, with 59 units in Phase I.
