4) West of Armstrong Development <br /> <br />Community Development Director Trudgeon distributed a redevelopment study that staff had <br />been working on over the last few months concerning an area west of Armstrong and referred to <br />as Ramsey Crossings. Staff believes that this area adjacent to the Ramsey Town Center should <br />be developed in a way that provides for commercial, retail, and office opportunities that would <br />both benefit from as well as be a benefit to the Ramsey Town Center. The development is not <br />intended to be a Town Center II or an additional phase, instead, it is intended to be an area, that <br />while different in development configuration and providing for different types and scale of <br />development, it is a compliment to the Ramsey Town Center uses. The area to the west of <br />Ramsey Town Center, a collection of vacant lots, industrial buildings, outdoor storage and retail <br />uses, is a candidate for redevelopment. Coupling the variety of uses with the fact that major <br />transportation corridors will impact this area in a way that will be disruptive to the existing uses <br />as well as providing the area more visibility, it becomes clear that the area west of Ramsey Town <br />Center will undergo a change. A haphazard development west of the Ramsey Town Center is <br />not in the best interest of the City of Ramsey nor its residents. Therefore, staff recommends that <br />the area west of Ramsey Town Center should be explored for ways that would foster <br />development. <br /> <br />The Council expressed a desire to initiate the project due to the first topic conceming the Fiscal <br />Impact Analysis and the need for a better source of revenue by the year 2009. It was the <br />consensus of the Council to control the land and promote the development and redevelopment of <br />the property west of Armstrong. The Council directed staff to bring forward whatever Council <br />action is necessary to the next Council meeting for Council consideration. <br /> <br />The Council asked staffto work to develop a contractual agreement with LSA Design for project <br />management and to begin the work for a Request for Proposal for development of the entire site. <br />Staff also noted that the project would require a change in zoning for the area known as Ramsey <br />Crossings. The zoning would go before the Planning Commission sometime in March or April. <br />Staff would also work with a legal team to guarantee the acquisition and control of property west <br />of Armstrong. <br /> <br />ADJOURN <br /> <br />The Ramsey Town Center Work Session adjourned at 5:58 p.m. <br /> <br />Respect fu~lly Subjn. it~ed, <br /> <br />Jam~s E.
