<br />Associate Planner Geisler replied there is a 2-story minimum and a 5-story maximum in this <br />district. <br /> <br />Commissioner Cleveland questioned if it will be an issue in the application process that the <br />project will not include underground parking, and whether it will be an issue for seniors. <br /> <br />Mr. Johnson replied underground parking is very expensive and although rentes like it, it is not <br />the best type from the standpoint of fumes. However, this project will be in a very urban <br />location, and will be marketed like projects in Minneapolis and St. Paul. <br />Commissioner Van Scoy commented 136 parking spaces for the retail and residential units seem <br />to be on the light side. <br /> <br />Mr. Johnson replied he believes the number of parking spaces is on the high side. This type of <br />project will be marketed to people that do not necessarily have a car; he is hoping two parking <br />spaces per unit will not be needed. <br /> <br />Commissioner Cleveland inquired about storage units for bicycles. <br /> <br />Mr. Johnson replied there are no storage units planned at this point, but there will be a lot of <br />storage within the units. Everyone will have balconies; he has not given a lot of thought to <br />bicycles, and it may need further consideration. <br /> <br />Commissioner Trites Rolle suggested the possibility of an outside storage unit on the balcony. <br /> <br />Mr. Johnson replied this would likely be workable; he is working to create a larger than typical <br />balcony space with the architect. <br />Commissioner Brauer inquired about the retail portion of the project. <br /> <br />Mr. Johnson replied there will be a retail/commercial developer to assist with the retail portion of <br />the project, and there should not be an issue at this location. Staff has discussed possible uses <br />such as a coffee shop, laundromat, and sandwich shop. The master developer is interested in <br />taking on the retail portion of the site. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Trites Rolle, to recommend that the <br />City Council approve the preliminary site plan for ACCAP-Ramsey Town Center Apartments; <br />Case of Anoka County Community Action Program, Inc., contingent upon compliance with the <br />City Staff Review Letter dated May 26, 2006, with support for further discussion between the <br />developer and the City regarding connection to the skyway to facilitate access and utilization of <br />the site, and any appropriate amendment of the site plan to conform with access to the skyway <br />and ramp, and to encourage work on outside storage issues given the pedestrian environment of <br />the apartments. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Trites Rolle, Brauer, Cleveland, <br />Hunt, Levine, and Van Scoy. Voting No: None.
