<br />for an access along the back of the property that is run to the property to the north and connected <br />to l461h Avenue. He noted it must also be considered that there is a townhouse development to <br />the south, and the access to the Lord of Life Church, and there will shortly be another outlet for a <br />possible 9 units. He sees this as being a major traffic issue on Nowthen Boulevard and a serious <br />concern. There needs to be an outlet in a different location or a reduction of the number of units <br />so the number of trips per day, which is projected at 70 with the 7 units, is reduced. <br /> <br />Commissioner Trites Rolle commented the safety issue is noted with the fact that the accesses <br />are not terribly far apart. She noted the possibility of the road as a horseshoe that would exit <br />back onto Nowthen Boulevard, although this would create an additional access. <br /> <br />Chairperson Nixt inquired how the 10- foot wide trail will impact the road configuration. <br /> <br />City Engineer Jankowski replied the trail is located within this plat except for the northern most <br />100 feet, where it is pushed into the right-of-way because of the close proximity where Helium <br />Street comes immediately adjacent to the right-of-way. Staff has recommended that the path be <br />10 feet, rather than 8 feet, and is suggesting some consideration be allowed to have a portion of <br />the trail within the County right-of-way because of the difficulty of this site. <br /> <br />Chairperson Nixt noted the accommodation being made of not requiring a sidewalk in this <br />development and allowing the bituminous trail to substitute for the sidewalk, in addition to the <br />technicalities on the townhouses versus detached townhouses. He stated this set of properties <br />need to be developed as a unit to deal with the traffic issues and the aspect of Nowthen <br />Boulevard. <br /> <br />Commissioner Brauer suggested tabling this application to allow staff and the landowners to <br />work together. <br /> <br />Gary Stritesky, applicant, stated they have tried to accommodate everything possible. The plat <br />has gone from 12 units to 9 units, and now to 7 units. They wanted to utilize a private road <br />because they will lose just as much property as anyone else with the public road. The <br />Commission has said the City is giving them favors with this plat, but they have done the same. <br /> <br />Aaron Stritesky, applicant, stated the seIling price of the other two landowners is not justifiable <br />due to the considerable loss ofland when the road goes through. <br /> <br />Commissioner Brauer inquired about the prospect of something being worked out with the <br />adjacent landowners. <br /> <br />Mr. Aaron Stritesky replied this would not happen unless there is a drastic change. <br /> <br />Mr. Gary Stritesky stated he has done research regarding safety with the cul-de-sac, and it could <br />be accessed by emergency vehicles. Ponding is always an issue, and that has been worked out. <br />He has been told ponds would not be required, but he was under the impression everything must <br />be ponded with multi-family housing. <br /> <br />Planning Commission/June 1,2006 <br />Page 7 of 19 <br />
