<br />Associate Planner Daines requested input from the Fire Chief on how sprinkler systems would <br />play into this with individual homes, and whether sprinklers would alleviate the risk from a fire <br />safety point of view. <br /> <br />Fire Chief Kapler responded in the affirmative. He indicated the building code was amended two <br />years ago to include a requirement that structures of a certain square footage be sprinkled. The <br />inclusion of sprinklers would come into effect when considering a variance from a public safety <br />aspect. <br /> <br />Board Member Hunt inquired how large a holding tank would need to be to serve this <br />subdivision. <br /> <br />Fire Chief Kapler replied there have not been any of these tanks put into the ground in the City <br />yet. He noted 10,000 gallons of water is not a lot on a structure fire. <br /> <br />Mr. Maloney stated that as far as this being referred to as the planning stage, the Planning <br />Commission may see this as the planning stage, but in this day and age the developer is well into <br />almost final design stage at this point. They have essentially designed the final sewer system, <br />including both collection and treatment, the final water district system that will be hooked up <br />when public sewer and water is extended to this area, as well as the final roadway systems to <br />meet the planning requirements. He stated he understands the variance issue and the issue of <br />public safety, but he would ask that should this issue arise again it should be stated that the plan <br />does not comply at the sketch plan phase so the developer does not proceed so far. He considers <br />the sketch plan review as a very ideal time for the critical comments that sketch plan will require <br />a variance that will not be approved. Wild Oaks of Ramsey is at the point where they could <br />prepare final plans in one week. They had wanted to go along with all of these ordinances and <br />codes the City had in place to put together a nice piece of the puzzle. The neighboring parcel <br />would be set up very nicely for ultimate development. There are some folks that do not want that <br />to occur to preserve the farmsteads, but they are in the reality of the metro area where urban <br />sprawl is taking place and millions of people will be living here in the next ten years who need a <br />home. <br /> <br />Chairperson Nixt advised the Board should consider the variance to the cul-de-sac length <br />independent of how they believe the land use works with this development. <br /> <br />Motion by Board Member Levine, seconded by Board Member Cleveland to adopt Resolution <br />#06-05-143 adopting Findings of Fact #0761 relating to a request for variance to maximum cul- <br />de-sac length in the proposed plat of Wild Oaks of Ramsey in accordance with the following <br />determination on the findings: <br /> <br />5) will; 6) is; 7) would; 8) do not; 9) will; 10: will not; 11) will not; 12) will; 13) will; <br />14) will; 15) will not; 16) will <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Board Members Levine, Cleveland, Brauer, <br />Hunt, and Trites Rolle. Voting No: None.
