This would also increase traffic pressure on the l67th Avenue access, which could be particularly problematic at the end of league games when incoming and exiting traffic becomes concentrated. Pursuing additional access points for the park may be a preferable alternative. The posting of a stop sign at the west exit for the park at Uranium Street may also be considered. This would be consistent with the posting of like stop signs at other community park exits onto the feeding City streets. This would provide some measure of protection for pedestrians in the vicinity of this intersection, particularly at the end of league games. Staff advised sidewalks or trails between the park entrance and Nowthen Boulevard and 167'h Avenue might also be considered to provide additional safety to neighborhoods and would encourage pedestrian access to the park. The type of sidewalk or trail as well as specific locations should be discussed with the neighborhood. Following the Public Works Committee meeting staff has taken additional traffic counts at each of the park entrances. These counts are attached and will be helpful in evaluating the effectiveness of the recommendations of the Committee. Motion to direct staff to place a sandwich board in the middle of the parking lot entrance to the main road stating Exit on 167th Avenue Only for two weeks and to monitor the results, to post exit signs to the east from the parking lot, to post no parking signs on the road, to sweep Quicksilver, and to bring back information at a future meeting regarding the following: an additional exit from the park onto Osmium Street, two exit lanes with a widening of Quicksilver, and a stop sign at Uranium Street and l63rd or inside the parking lot. Action: Ratify the recommendation of the Public Works Committee. Case #3 Consider Placement of Park Location Signs Background: Staff has received several requests for placing directional signs to the City parks. One request listed several locations for placement of the signs. The rationale for placement of signs is the use of the parks by traveling soccer teams, teams from other Cities are coming to Ramsey for games and finding the parks can be difficult since several of them are not on major streets. Several years ago there was a ClP item for placing signs directing users to the parks. This item was not completed at that time and was subsequently replaced by other priorities. The City recently took delivery of a sign making machine, and these signs could be produced and distributed in conjunction with placement of other signs in the area. Consensus of the Committee was to direct staff to create a master plan map depicting possible locations for park location signs and to bring the information back to a future Committee meeting. Action: Ratify the recommendation of the Public Works Committee. -103-
