Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION 95-05-097 <br /> <br />RESOLUTION GRANTING FINAL PLAT APPROVAL TO FOX KNOLL <br /> <br /> WHEREAS, Residential Development, Inc., hereafter referred to as "Developer", has <br />properly applied for final plat approval on the following described property located in the City of <br />Ramsey: <br /> <br />All that part of the Northeast Quarter of the Southwest Quarter of Section 23, Township <br />32, Range 25, Anoka County, Minnesota, described as follows: Beginning at the <br />Southeast comer of said Northeast Quarter of the Southwest Quarter; thence South 88 <br />degrees 57 minutes 53 seconds West, assumed bearing, along the South line thereof a <br />distance of 779.43 feet; thence North 0 degrees 40 minutes 25 seconds West, parallel with <br />the East line of said Northeast Quarter of the Southwest Quarter, a distance of 1038.58 feet; <br />thence North 28 degrees 24 minutes 27 seconds West a distance of 199.24 feet, more or <br />less, to the point of intersection with the Southerly right of way line of 153rd Avenue NW; <br />thence easterly along said Southerly right of way line a distance of 887.35 feet, more or <br />less, to the Northeast corner of said Northeast Quarter of the Southwest Quarter; thence <br />southerly along the East line of said Northeast Quarter of the Southwest Quarter a distance <br />of 1323.19 feet, more or less, to said point of beginning. <br /> <br />hereinafter referred to as "Subject Property". <br /> <br /> AND WHEREAS, on August 11, 1994, the Ramsey Planning Commission approved <br />the sketch plan for Fox Knoll to be developed at rural densities; and <br /> <br /> WHEREAS, on October 4, 1994, the Planning Commission conducted a public hearing <br />and recommended City Council approval of Fox Knoll at rural densities; and <br /> <br /> WHEREAS, on October 25, 1994, City Staff reported to City Council that the highest <br />and best use of the Subject Property would be to develop it at urban densities and the Subject <br />Property would be in the Metropolitan Urban Service Area and have municipal services to it by <br />1995; and <br /> <br /> WHEREAS, on October 25, 1994, the City Council tabled preliminary plat approval of <br />the Subject Property to allow the Developer and City Staff to review the options for development <br />of the Subject Property; and <br /> <br /> WHEREAS, on March 7, 1995, the Planning Commission granted revised sketch plan <br />approval to the Subject Property to be developed at urban densities; and <br /> <br /> WHEREAS, on March 8, 1995, the Park and Recreation Commission met and <br />determined that park dedication shall consist of a combination of trail development and cash; and <br /> <br /> WHEREAS, on April 4, 1995, the Planning Commission conducted a public hearing <br />regarding the revised preliminary plat for the Subject Property to be developed at urban densities <br />and recommended City Council approval of same; and <br /> <br /> WHEREAS, on April 25, 1995, the City Council granted preliminary plat approval to the <br />Subject Property. <br /> <br /> <br />
