some big ticket items that were prioritized for the EPB, based on discussion. He noted a
number of smaller tasks on the Work Plan that can be done in a more timely manner.

Chairperson McDilda opened recommendations from the minutes up for discussion by
the EPB members.

Board Member Olds asked if the minutes that Coordinator Anderson passed out at this
meeting were approved by the City Council.

Coordinator Anderson stated that the minutes as presented to the EPB were approved.
He stated that the top three bullet points had the highest priority by the City Council, but
it did not necessarily mean that the EPB had to start with greenways and work downward
on the Work Plan.

Chairperson McDilda stated he would like to push for alternative development principals
as the EPB gets ready to work on the greenway space. He stated that the City did receive
a McKnight Foundation grant to be used for funding alternative development principles
in the comprehensive plan. He stated that he has been working with Pat Trudgeon, and a
small group of people that will present an agenda item to the next City Council meeting.

Chairperson McDilda stated that at the work session, a referendum for generation of
monies was mentioned for environmental funding. He stated that nothing has been
resolved in that regard. He stated that some of the members have been involved in the
discussion for putting the referendum on a ballot for a vote.

Board Member Olds asked if there would be merit in incorporating the wetland buffer
book with the Tree Book.

Chairperson McDilda stated it might help with publishing fees.

Board Member Max stated they really are different subjects.

Board Member Olds suggested having two books in one so they could be incorporated
into one document, but not necessarily intertwining them. That way if someone comes
for information about one subject, they might gain information about the other.

Chairperson McDilda concurred with Board Member Max that the subject matter is
disparate. He stated that the trees had more impact; however, wetlands may not have a
huge application to most people.

Board Member Bentz concurred that combining the books may be a unique way to get
information about wetland awareness out.

Board Member Max noted his concern with wetland information is that the
documentation is extremely technical. He stated that it may be too complicated and
challenging from most peoples' perspective.

Environmental Policy Board/June 5, 2006
