Board Member Bentz asked ifthere was someone on the staff who looks for grants
already.

Coordinator Anderson stated that Mark Riverblood's name was brought up as someone
who is capable and has had success with writing grant proposals, but that has been
specific to parks and grant writing is not his main role with the City. He stated that grant
writing is very time consuming.

Chairperson McDilda stated there was no resolve on Mr. Norman's part that he would
engage a City staff person to write grants.

Board Member Freeburg asked how the McKnight grant was achieved.

Chairperson McDilda stated that a special interest group took part in applying for that
grant.

Chairperson McDilda stated that putting some due diligence into how the referendum
would read might make more sense for the EPB. He stated that a referendum is one way
of generating money from the taxpayer that can be used at the discretion of the City.

Board Member Bentz asked if the City has a list of specific projects to research specific
grant monies.

Coordinator Anderson stated there is a matching funds requirement associated with most
grant monies.

Board Member Bentz suggested that greenways might be one topic to research for grant
applications. He stated he didn't see specific topics listed to narrow down the search and
make it easier.

Environmental Specialist Bacon mentioned wetland education and awareness as one topic
to research.

Board Member Max concurred that education and environment are two very hot topics on
the grantee's list.

Coordinator Anderson stated that as an advisory board, it would be the purpose of the
EPB to look into some of the grant projects, and as a board, advise the City of worthwhile
projects.

Chairperson McDilda stated there is no intent from the City to prioritize, so it would be
up to the EPB to look for grants. Chairperson McDilda stated that he did believe there
would be something to do with greenways with the new McKnight grant.

Environmental Policy Board/June 5, 2006
