The proposal from Ryan Companies was determined as second by the Review <br />Committee. <br />ShingobeelInland Real Estate Management Co. submitted a proposal with only 52 acres <br />of the site utilized and the rest set aside for future development, with a total of 447,000 <br />square feet of commercial development. <br /> <br />Mr. Lasher stated the selection made by the Evaluation Committee was that the proposal by <br />Robert Muir Companies was the most financially feasible and well thought out plan. At this <br />point, Council is being asked to move forward and begin exclusive rights negotiations with <br />Robert Muir Companies. The negotiations should be completed within 30 to 45 days and a more <br />detailed plan will then come back to the Council. <br /> <br />Councilmember Elvig stated the Council went through a lot of this discussion during the work <br />session prior to this meeting. Three very reputable firms submitted RFP's, and he is delighted to <br />see Robert Muir Companies take an interest in this project with a great proposal. They will still <br />have to wrestle with the $3.5 million subsidy that is being requested. The timeline proposed by <br />Robert Muir Companies is aggressive, and they have said they support the City's backstop with <br />the surety of picking up properties that are currently available and providing letters of credit. <br /> <br />Tom Pompquist, President of Robert Muir Companies, stated he is excited about this endeavor of <br />putting Ramsey Crossings from the concept plan stage into reality. There is a lot of work to be <br />done, but they are very excited about working with staff and Council to come up with a project <br />everyone is happy with. <br /> <br />Mr. Lasher stated assuming the recommendation is accepted tonight and direction is made to <br />have City Administrator Norman and City Attorney Goodrich begin negotiations, it would take <br />about 45 days to complete the exclusive rights agreement negotiations. It is anticipated closing <br />on the land would be sometime in July 2007, with construction started shortly after closing and <br />completed around September 2008. <br /> <br />Councilmember Elvig commented on how this project will generate traffic for Town Center. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to select Robert Muir <br />Companies as the preferred developer for the Ramsey Crossings project; to direct the City <br />Administrator and City Attorney to begin negotiations with Robert Muir Companies on the <br />Exclusive Rights Agreement that will define roles and responsibilities, specific performance <br />requirements of Robert Muir Companies, further refinement of their plan of finance and a <br />detailed schedule; and in the event that negotiations with Robert Muir Companies are not <br />successful, to direct the City Administrator and City Attorney to immediately begin negotiations <br />on the Exclusive Rights Agreement with Ryan Companies, the second highest scoring team. <br /> <br />Further discussion: Mayor Gamec asked if Mr. Lasher will be involved with the exclusive rights <br />agreement negotiations. City Administrator Norman indicated staff has authorization to involve <br />a consultant in these negotiations. Councilmember Elvig expressed an interest in the Council <br />being involved in some of the meetings with Robert Muir Companies. Mayor Gamec directed <br />staff to update the Council with information in relation to the exclusive rights agreement. <br /> <br />City Council! June 13,2006 <br />Page 20 of 26 <br />
