13. That the proposed use will not be hazardous or disturbing to existing or future neighboring USES. 14. That the proposed use will be a substantial improvement to property in the immediate vicinity and to the community as a whole. 15. That the proposed use will be served adequately by public facilities and services such as highways and streets. 16. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it will not be detrimental to the economic welfare of the community. 17. That the proposed use will not involve uses, activities, processes, materials, and equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic noise, smoke, fumes, glare, or odors. 18. That on June 6, 1995, the Planning Commission tabled action on the request for a conditional use permit until the response of the Homeowner's Association to the Applicant's proposal is a known. On July 5, 1995, City Staff presented the Planning Commission with a memorandum summarizing the responses of the Homeowner's Association to the proposal. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Beahen and upon vote being taken thereon, the following voted in favor thereof.'
