13. <br /> <br />That the proposed use will not be hazardous or disturbing to existing or future neighboring <br />USES. <br /> <br />14. <br /> <br />That the proposed use will be a substantial improvement to property in the immediate <br />vicinity and to the community as a whole. <br /> <br />15. <br /> <br />That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br /> <br />16. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services, and it will not be detrimental to the economic welfare of the <br />community. <br /> <br />17. <br /> <br />That the proposed use will not involve uses, activities, processes, materials, and equipment <br />and conditions of operation that will be detrimental to any persons, property, or the general <br />welfare by reason of excessive production of traffic noise, smoke, fumes, glare, or odors. <br /> <br />18. <br /> <br />That on June 6, 1995, the Planning Commission tabled action on the request for a <br />conditional use permit until the response of the Homeowner's Association to the <br />Applicant's proposal is a known. On July 5, 1995, City Staff presented the Planning <br />Commission with a memorandum summarizing the responses of the Homeowner's <br />Association to the proposal. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beahen and upon vote being taken thereon, the following voted in favor thereof.' <br /> <br />Councilmember Zimmerman <br />Councilmember Beahen <br />Councilmember Beyer <br />Councilmember Peterson <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />Mayor Hardin <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the I 1 th day of July 1995.. <br /> <br />ATTEST: <br /> <br />Acting Mayor <br /> <br />City Administrator <br /> <br />RESOLUTION #95-07.147 <br /> Page 2 of 2 <br /> <br /> <br />
