15. <br /> <br />The maximum noise level at the perimeter of the worksite shall be within the limits set by <br />the Minnesota Pollution Control Agency and the Environmental Protection Agency of the <br />United States. <br /> <br />16. <br /> <br />All costs incurred by the City in executing and administering this permit shall be the <br />responsibility of the permit holder. The permit holder shall maintain a minimum Five <br />Hundred Dollar ($500.00) balance in an escrow account with the City. This escrow shall <br />be used to reimburse the City for expenses incurred in the administration of this permit. <br />At the time the grading operation and site restoration are completed to the satisfaction of <br />the City, the balance of the escrow shall be returned to the Permit Holder. <br /> <br />17. <br /> <br />All grading operations shall be conducted between 6:30 a.m. and 8 p.m. on weekdays <br />only unless otherwise specifically approved by the City Administrator and/or his <br />designee. <br /> <br />18 <br /> <br />The amount of dust or other particulate matter caused by the mining operation shall not <br />exceed the standards established by the Minnesota Pollution Control Agency. No <br />operation shall be allowed when wind gust exceed 30 miles per hour. <br /> <br />19. <br /> <br />All operations shall comply with all applicable Minnesota Pollution Control Agency <br />regulations and Federal and Environmental Protection Agency regulations for the <br />protection of water quality. <br /> <br />The motion for adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Acting Mayor Kenneth Peterson <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br />Councilmember Carolyn Beahen <br /> <br />and the following voted 'against the same <br /> <br />None <br /> <br />and the following abstained <br /> <br />None <br /> <br />and the following were absent <br /> <br />Mayor Glen Hardin <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council <br />this the 1 lth day of July, 1995. <br /> <br /> <br />
