Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #95-08-179 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT # <br />AMENDMENT TO THE DEVELOPMENT PLAN FOR <br />PLANNED UNIT DEVELOPMENT (PUD) <br /> <br />0385 RELATING TO AN <br />THE RUM RIVER HILLS <br /> <br /> WHEREAS, Rum River Hills, Inc. hereinafter referred to as "Applicant", applied for <br />site plan approval to construct a Golf Course maintenance building on the property legally <br />described as follows: <br /> <br />Outlot G, Rum River Hills, Anoka County, Minnesota <br /> <br /> WHEREAS, on June 6, 1995, the City of Ramsey Planning Commission directed City <br />Staff to schedule a public hearing to consider an amendment to the development plan for the <br />planned unit development and site plan approval to specifically allow for the establishment of a golf <br />course maintenance building. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That on December 11, 1984, by Resolution #84-240, the City Council approved the final <br />development plan of the Rum River Hills PUD. That approval was proceeded by the <br />appropriate public hearings and notification. <br /> <br />2) <br /> <br />That the final development plan approved by the City Council provides, in part, that the <br />project will consist of an 18 hole public golf course, single family residential lots, multi- <br />family housing and rural commercial development space. <br /> <br />3) <br /> <br />That with regard to the golf course development, the final development plan provided that <br />"there will also likely be an out-building in which to store power carts". <br /> <br />4) <br /> <br />That the Applicant proposes to construct the maintenance building on a portion of the <br />Southwest coruer of Outlot G, adjacent to Trunk Highway #47 and immediately north of <br />Lots 1, 2 and 3, Block 1, Rum River Acres. <br /> <br />5) <br /> <br />That the Applicant is applying to amend the Rum River Hills Planned Unit Development <br />plan to specifically permit construction of a golf course maintenance building on a portion <br />of the PUD and in addition, pursuant to applicable City Code requirements, the Applicant is <br />also applying for site plan approval. <br /> <br />6) <br /> <br />That the applicant appeared before the Planning Commission for a public hearing on June <br />21, 1995, and that the minutes of said public hearing are hereby incorporated as a part of <br />these findings by reference. <br /> <br />7) <br /> <br />That the Planned Unit Development amendment is consistent with the initial PUD plan <br />approval in that a maintenance building is a reasonable accessory use for the principal golf <br />course use. <br /> <br />8) <br /> <br />That the entire site (structure and parking area) being removed from the open space <br />therefore consists of 7,380 square feet or approximately .16 acre. The entire open space <br />that comprises the golf course only consists of 115 acres and the proposed use therefore <br />will be removing .075 percent of the open space. <br /> <br /> <br />
