10. <br /> <br />11. <br /> <br />12. <br /> <br />That the Applicant is proposing to retain approximately 8.75 acres of commercial zoning <br />and develop the remainder of the plat with single family urban residential lots. <br /> <br />That the City is currently in the process of updating the land use element of the <br />Comprehensive Plan and the subject property continues to be slated for commercial <br />development. <br /> <br />That on February 13, 1996, the Applicant received City approval for a preliminary plat that <br />proposes to develop a portion of the property with single family urban residential lots. <br /> <br />That the proposed zoning amendment will not substantially adversely impair the use or <br />market value of any surrounding property. <br /> <br />That the proposed zoning amendment will not change the essential character of the area. <br /> <br />That the City received a transmittal from Dick Hartman of 5515 152nd Avenue N.W. <br />opposing the proposed rezoning. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beahen and upon vote being taken thereon, the following voted in favor ther~f:. <br /> <br /> Mayor Glen Hardin <br /> Couneilmember Gerald Zimmerman <br /> Councilmember Kenneth Peterson <br /> Couneilmember Sheila Beyer <br /> Couneilmember Carolyn Beahen <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />and the following abstained: <br /> <br /> None <br /> <br />and the following were absent: <br /> <br /> None <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 12th day of March, 1996. <br /> <br />Mayor <br /> <br /> <br />
