Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #96-03-052 <br /> <br />RESOLUTION ESTABLISHING A BUILDING PERMIT FEE FOR ALL NON- <br />RESIDENTIAL BUILDING PERMITS AND CERTAIN RESIDENTIAL <br />BUILDING PERMITS ISSUED WITHIN THE CITY OF RAMSEY <br /> <br /> WHEREAS, the City finds that new residential and new non-residential buildings impact <br />the City by creating a need for additional collector/arterial streets and improvements to said streets; <br />and <br /> <br /> WHEREAS, the City finds it is necessary to establish additional revenue sources for the <br />construction and improvement of the City's collector/arterial streets as a result of the impact of new <br />non-residential buildings; and <br /> <br /> WHEREAS, the City finds that an equitable method of obtaining revenue for the <br />construction and improvement of collector/arterial streets is through additional building permit fees; <br />and <br /> <br /> WHEREAS, the City recognizes that it is essential to the health, safety, and welfare of <br />the residents of the City and persons working in the City that its transportation systems safely and <br />conveniently accommodate the traveling public; and <br /> <br /> WHEREAS, it is the purpose of this resolution to establish a system to create a revenue <br />source for the construction of new collector/arterial streets and the improvement of the City's <br />existing collector/arterial street system; and <br /> <br /> WHEREAS, the City finds that the demand for transportation facilities within the <br />municipality is directly related to the density and intensity of development permitted and allowed <br />within the City. More development means a greater number of people and an increased demand for <br />transportation facilities and specifically collector/arterial streets; and <br /> <br /> WHEREAS, it is the policy of the City that new residential developments and non- <br />residential buildings shall pay an impact fee for the purpose of creating revenue for the construction <br />of new collector/arterial streets and the improvement of the City's existing collector/arterial street <br />system; and <br /> <br /> WHEREAS, Section 8.01.03 of the City Code provides that building permit fees shall, <br />be amongst other things, "... as the Council may deem necessary". <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That effective April 15, 1996, an additional fee of $1.50 per square foot of non-residential <br />building space created shall be added to each non-residential building permit fee. <br /> <br />2) <br /> <br />That effective April 15, 1996, a $250.00 fee shall be added to all residential building <br />permits issued for construction of the principal structure on lots or parcels of record. <br /> <br /> <br />
