Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g96-03-056 <br /> <br />RESOLUTION PETITIONING ANOKA COUNTY FOR THE CREATION OF A <br />DITCH BLOCK ON COUNTY DITCH NO. 43 <br /> <br /> WHEREAS, the City of Ramsey desires to extend Sunwood Drive west from Krypton <br />Street; and <br /> <br />WHEREAS, the extension of Sunwood Drive will impact DNR Wetland No. 114P; and <br /> <br /> WHEREAS, the Deparm~nt of Natural Resources has indicated the impact to Wetland <br />No. 114P could be mitigated through the installation of a ditch block access in County Ditch No. <br />43 just north of Sunwood Drive; and <br /> <br /> WHEREAS, the installation of the ditch block must be in accordance with Minnesota <br />State Statute 103E.227, which defines the procedure and approvals required for the impounding of <br />drainage system waters; and <br /> <br /> WHEREAS, a report entitled "Engineers Report of Finding Proposed Impounding of <br />Waters County Ditch 43, City of Ramsey, Anoka County, Minnesota, Northwest Quarter of the <br />Northeast Quarter of Section 26, Township 32 N., Range 25 W" dated February 1996 has been <br />prepared by 1ohn Bertelson, P.E. Registration No. 14960, which said report described the <br />proposed ditch block. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby, in accordance with Minnesota State Statute <br />103E.227, petitions the County of Anoka, as the ditch authority for County Ditch No. 43, <br />for the installation of a ditch block just north of Sunwood Drive as described in the <br />Engineers Report of Findings, dated February 1996 and prepared by John Bertelsen, P.E.; <br />and authorizes the City Engineer to begin the acquisition of towage easements for the <br />impoundment of storm water associated with the installation of said ditch block. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Hardin <br />Councilmember Peterson <br />Councilmember Zimmerman <br />Councilmember Beahen <br />Councilmember Beyer <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br /> <br />
