Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g96-03-057 <br /> <br />RESOLUTION APPROVING AGREEMENT BETWEEN THE STATE OF <br />MINNESOTA DEPARTMENT OF TRANSPORTATION, ANOKA COUNTY, AND <br />THE CITY OF RAMSEY TO INSTALL NEW TRAFFIC CONTROL SIGNALS ON <br />TRUNK HIGHWAY gl0 AND ARMSTRONG BOULEVARD AND AT TRUNK <br />HIGHWAY gl0 AND RAMSEY BOULEVARD <br /> <br /> WHEREAS, Minnesota Statutes Section 161.20 (1994) authorizes the Commissioner of <br />Transportation to make arrangements with and cooperate with any governmental authority for the <br />purposes of constructing, maintaining, and improving the Trunk Highway system; and <br /> <br /> WHEREAS, the State has determined that there is justification and it is in the public's best <br />interest to install a new traffic control signal with street lights, emergency pre-emption, advance <br />warning flashers, and signing on Trunk Highway No. 10 at County State Aid Highway No. 83 <br />(Armstrong Boulevard); revise the existing traffic control signal with street lights, emergency <br />vehicle pre-emption, advance warning flashers, and signing on Trunk Highway No. 10 at County <br />Road No. 56 (Ramsey Boulevard); and install interconnect on Trunk Highway No. 10 from <br />County State Aid Highway No. 83 (Armstrong Boulevard) to County Road No. 56 (Ramsey <br />Boulevard); and <br /> <br /> WHEREAS, the City requests and the State agrees to the installation of Emergency <br />Vehicle Pre-emption Systems, hereinafter referred to as the "EVP Systems", as a part of the new <br />and revised traffic control signal installations on Trunk Highway No. 10 at County State Aid <br />Highway No. 83 (Armstrong Boulevard) and at County Road No. 56 (Ramsey Boulevard); and <br /> <br /> WHEREAS, it is anticipated that the new and revised traffic control signals with street <br />lights, EVP Systems, advance warning flashers and signing, and the interconnect is eligible for 80 <br />percent Federal-aid Surface Transportation Program Funds; and <br /> <br /> WHEREAS, it is considered in the public's best interest for the State to provide a new <br />cabinet and control equipment to operate said new traffic control signal; and <br /> <br /> WHEREAS, the County, City, and the State will jointly participate in the cost, <br />maintenance, and operation of the new and revised traffic control signals with street lights, EVP <br />Systems, advance warning flashers and signing, and interconnect. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Mayor and City Administrator are hereby directed to execute Minnesota <br />Transportation Department Traffic Control Signal Agreement No. 74810, which specifies <br />the terms and the cost of participation among the State of Minnesota, Anoka County and <br />City of Ramsey for the installation and maintenance of said improvements. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Hardin <br />Councilmember Peterson <br />Councilmember Zimmerman <br />Councilmember Beahen <br />Councilmember Beyer <br /> <br /> <br />
