' 10. That the proposed use will not substantially adversely impair the use, enjoyment or market value of any surrounding property. ' 11. That;the proposed use will not create excessive additional requirements at public cost for public facilities and services. 12. That as proposed, the use will not involve uses, activities, processes, materials and equipment and conditions of operation that will be detrimental to persons, property or tho general welfare by reason of excessive production of glare, noise, traffic, ' smoke, fumes or odor. 13. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity or to the public welfare. 14. That the proposed use will be consistent with the intent and purposes of Chapter 9.03.04 (Conditional Use Permits) of the Ramsey City Code. ' 15. That on March 4, 1996, it was determined by the Planning Commission that the Applicant may be deficient of necessary permits from regulatory agencies and the ' Commission tabled action on the request for conditional use permit amendment to allow the Applicant time to fulfill the proper permitting requirements. ' 16. That on April 2, 1996, the Planning Commission resumed consideration of the Applicant's request for an amendment to conditional use permit. 17. 18.
