Afterburner, The Permit Holder shall not use the melt furnaces for processing unless an <br /> afterburner`unit is installed and in operation on each melt furnace. <br /> ' 8. Em r n =Emissions Testing. If, in the opinion of the City Administrator or an authorized <br /> representative, it is determined to conduct pollution tests during an officially reported <br /> incident,the City may contract with an independent testing laboratory who shall be permitted <br /> access to the facility to conduct tests as may be, prescribed by the City and to evaluate <br /> ' conditions of the facility. The cost of such evaluation testing and reports shall be borne by <br /> the Permit Holder and payment of such costs will be due within 30 days of the invoice date. <br /> 1 9. Corrective Actions. The City may order the Permit Holder to undertake corrective actions <br /> within specific time frames based on test results or evaluation to remedy pollution problems <br /> or nuisance complaints. If the Permit Holder fails to take corrective action within specified <br /> time frames,it may be determined by the City Council to be a violation of the CUP and cause <br /> ' for permit revocation. <br /> 10. Disassembly of Engines. Transmissions, Other Feedstock. Disassembly of engines, <br /> ' transmissions and other feedstock shall not be permitted on the site under this Conditional <br /> Use Permit unless conducted wholly within a building in accord with State and Federal <br /> requirements. Cutting of uncontaminated feedstock to fit the melt furnaces shall be conducted <br /> ' wholly inside the building. <br /> 11. Liquid Waslg/Hazardous Wastes. All liquid waste, waste solvents, cleansers, or wastewater <br /> generated f#om the disassembly and cleaning of vehicle engines or transmissions shall be <br /> ' collected a�d stored in a leakproof system in accordance with state and federal regulations and <br /> then transpgrted off site. Waste fluids shall be stored inside the building in sturdy, leakproof <br /> storage containers or tanks in accord with MN Rules 7045.0526 or 7045.0528. The Permit <br /> ' Holder shall submit a copy of the original shipping manifest and the completed manifest for <br /> hazardous waste quarterly to the City Zoning Administrator. A copy of the application <br /> submittal for a Hazardous Waste Facility Permit shall be submitted to the City concurrently <br /> ' with submittal to Anoka County and MPCA. A copy of the final permit, if determined to <br /> be required, shall be transmitted to the City within five days of receipt. <br /> 12. Storage of Received Materials. Feedstock, Separated Materials. and Equipment. Exterior <br /> storage of materials either processed or unprocessed shall be screened from public view and <br /> is allowed o y within the 30'x50' area on the south side of the northerly principal structure <br /> as designated in pencil on the site plan submittal to the City Council on April 23, 1991. <br /> t.P <br /> F <br />
