15. <br /> <br />16. <br /> <br />c. In the 'event said policy is terminated for any'reason, .the permit shall be automatically <br /> suspended upOn the day the policy termlnates unless a'new policy complying with this item <br /> is ~bmined and fflcd with the City prior to the .terminafion of the'policy in force. ' <br /> <br />The maximum noise level at the perimeter of' the worksite shall be within the limits set bY the <br />Minnesota Pollution Control Agency a~a~d the Environmental Protection. Agency of ,the United <br />States. ~ ' <br /> <br />All costs incurred by the City in executing and administering this 'permit "shall be the <br />responsibility of the permit holder. The permit holder shall maintain a minimum Five Hundred <br />Dollar ($500.00) balance in an escrow account with the City. This escrow' shall be used to <br />reimburse the City for expenses incurred in the administration of this permit. 'At the time the <br />mining operation and site restoration are completed to the satisfaction of the City, the balance 9f <br />the escrow shall be returned to the Permit Holder. <br /> <br />17. <br /> <br />All grading operations shall be conducted between 7:00 a.m. and 8 p.m. on weekdays only <br />unless otherwise specifically approved by the City Adflfinistrator and/or his designee. <br /> <br />18. <br /> <br />The amount of dust or other particulate matter caused by the mining operation shall not exceed <br />the standards established by the Minnesota Pollution Control Agency..No operation shall be <br />allowed when wind gust exceed 30 miles per hour. <br /> <br />19. <br /> <br />All operations shall comply with all applicable' Minnesota Pollution Control Agency regulations <br />and Federal and Environmental Protection Agency regulations for the protection of water <br />quality. <br /> <br />The motion for adoption of the foregoing resolUtion was duly seconded by Councilmember Beahen <br />and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Glen Hardin <br />Councilmember Sheila Beyer <br />Councillmember Carolyn Beahen <br />Councilmember Kenneth Peterson <br /> <br />and the following voted against the same <br /> <br />None <br /> <br />and the following abstained <br /> <br />None <br /> <br />and the following were absent <br /> <br />Councilmember Gerald Zimmerman <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the <br />11th day of July, 1996. <br /> <br /> <br />
