Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #96-07-172 <br /> <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING <br />ADVERTISEMENT FOR BIDS FOR IMPROVEMENT PROJECT #96-21 <br />(CONSTRUCTION OF WELL NO. 3) <br /> <br /> WHEREAS, pursuant to a motion passed by the Ramsey City Council on February 13, <br />1996, the Consulting Engineer, Dick Foster, P.E. of BRA, Inc., has prepared plans and <br />specifications for the construction of City Well No. 3 (Improvement Project g96-21) and has <br />presented such contract documents and specifications to the Council for approval. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That such plans and specifications, a copy of which is attached hereto and made a part <br />hereof, are hereby approved. <br /> <br />2) <br /> <br />That the City Administrator shall prepare and cause to be inserted in the official paper <br />(Anoka County Union) and in the Construction Bulletin, an advertisement for bids upon <br />the making of such improvement under such approved plans and specifications. The <br />advertisement shall be published for 21 days, shall specify the work to be done, shall state <br />that bids will be received by the City Administrator until 10:00 a.m. on Friday, August 9, <br />1996, at which time they will be publicly opened in the Council Chambers of the Ramsey <br />Municipal Center by the City Administrator and City Engineer and/or their designees, and <br />will then be tabulated and will be considered by the Ramsey City Council at 7:00 p.m. on <br />Tuesday, August 13, 1996, in the Council Chambers. Any bidder whose responsibility is <br />questioned during consideration of the bid will be given an opportunity to address the <br />Council on the issue of responsibility. No bids will be considered unless sealed and filed <br />with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond <br />or certified check payable to the City of Ramsey for five (5) percent of the amount of such <br />bid. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Councilmember Beyer <br />Councilmember Zimmerman <br />Councilmember Beahen <br />Councilmember Peterson <br /> <br />and the following voted against the same: <br /> <br />Nolle <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />Mayor Hardin <br /> <br /> <br />
