Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #96-07-175 <br /> <br />RESOLUTION AUTHORIZING BUDGET AMENDMENT ALLOCATING <br />FUNDING FROM THE COUNCIL CONTINGENCY FOR VOLUNTARY <br />PARTICIPATION IN THE FUNDING OF THE LEAGUE OF MINNESOTA <br />CITIES RIGHTS-OF-WAY WORK PLAN <br /> <br /> WHEREAS, US West has challenged local governments rights to manage public rights- <br />of way; and <br /> <br /> WHEREAS, the League of Minnesota Cities initiated a Rights-of-Way Task Force that <br />has developed a rights-of-way plan that was adopted by the League Board of Directors; and <br /> <br /> WHEREAS, the issue of public rights-of-way should be considered a priority in the City <br />of Ramsey; and <br /> <br /> WHEREAS, it is anticipated that implementation of this plan could cost in excess of <br />$325,000 or more with funding to be provided from the League budget and voluntary <br />contributions from member cities; and <br /> <br /> WHEREAS, the League has estimated the City of Ramsey's voluntary payment be <br />$1,008, based on the 1995-1996 dues; and <br /> <br /> WHEREAS, no funding was provided for in the Adopted 1996 General Fund Operating <br />Budget for such a plan; and <br /> <br /> WHEREAS, the City Council has the ability to provide funding for participation in <br />funding the rights-of-way plan through an allocation of the Council Contingency within the <br />Adopted 1996 Operating Budget. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby authorizes a budget amendment allocating $1,008 <br />from the Council Contingency Fund for participation in the funding of the League of <br />Minnesota Cities Rights-of-Way Plan. <br /> <br />2) <br /> <br />That the Ramsey City Council hereby authorizes the Finance Officer to forward $1,008 and <br />a copy of this resolution to the League of Minnesota Cities as a voluntary contribution <br />towards the funding of the rights-of-way plan. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beahen upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Councilmember Beyer <br />Councilmember Beahen <br />Councilmember Peterson <br />Councilmember Zimmem~an <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br /> <br />
