Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #96-08-186 <br /> <br />RESOLUTION GRANTING PRELIMINARY APPROVAL TO THE CONCEPT OF <br />THE MISSISSIPPI WEST REGIONAL PARK WITHIN THE CITY OF RAMSEY <br /> <br /> WHEREAS, the County of Anoka, in 1975, initiated acquisition of land, for eventual <br />park development, owned by Herbert Huseby, located between U.S. Highway #10, the <br />Mississippi River, and east of Traprock Street NW within the City of Ramsey; and <br /> <br /> WHEREAS, Anoka County has proposed a total of 273.17 acres at this same location <br />for development as a regional park facility; and <br /> <br /> WHEREAS, this development would include trails, river access, picnicking, nature <br />areas, and programming, and related park uses; and <br /> <br /> WHEREAS, development of the park as a regional facility will have a positive impact <br />upon the image of the City of Ramsey within the Metropolitan Area. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />l) <br /> <br />That preliminary concept approval is hereby granted to the 1996 proposal by Anoka County <br />for a regional facility known as the Mississippi West Regional Park. <br /> <br />2) <br /> <br />That precedent to any final concept approval, it is directed that the Anoka County Parks <br />Department work with the City on further development of the Regional Park Concept Plan <br />and integration of this plan into existing and future park, trail, and other improvements <br />within the City of Ramsey. <br /> <br />3) <br /> <br />That precedent to any f'mal approvals, provisions for Highway #10 frontage road <br />easements and construction of said roadway must be in place. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beahen and upon vote being taken thereon, the following voted in favor thereofi <br /> <br />Mayor Hardin <br />Councilmember Zimmerman <br />Councilmember Beahen <br />Councilmember Beyer <br />Councilmember Peterson <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />None <br /> <br />Resolution 096-08-186 <br />Page 1 of 2 <br /> <br /> <br />
