Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION //96-08-194 <br /> <br />RESOLUTION AUTHORIZING JOINT POWERS AGREEMENT WITH MNDOT <br />FOR INSTALLATION OF OPERATION OF TRAFFIC SIGNALS AT COUNTY <br />ROAD #116 AND TRUNK HIGHWAY #47 <br /> <br /> WHEREAS, Minnesota Statutes section 161.20 (1994) authorizes the Commissioner of <br />Transportation to make arrangements with and cooperate with any governmental authority for the <br />purposes of constructing, maintaining and improving the Trunk Highway system; and <br /> <br /> WHEREAS, it is justified and considered mutually desirable to remove the existing <br />traffic control signal and install a new traffic control signal with street lights and signing on Trunk <br />Highway #47 (St. Francis Boulevard NW) at County State Aid Highway #116 (Industrial Avenue <br />NW); and <br /> <br /> WHEREAS, it is considered in the public's best interest for the State to provide a new <br />cabinet and controller for said new traffic control signal. Such materials as described irnmexfiately <br />above shall hereinafter be referred to as "State furnished materials"; and <br /> <br /> WHEREAS, it is considered in the public's best interest for the County to provide four <br />(4) mast arm poles, eighteen (18) vehicle signal faces and required bracketing, eight (8) pedestrian <br />signal faces and required bracketing, and eight (8) pedestrian push buttons and signs for said new <br />traffic control signal. Such materials as described mediately above shall hereinafter be referred <br />to as "County furnished materials"; and <br /> <br /> WHEREAS, the County, City and the State will participate in the cost, maintenance and <br />operation of the traffic control signal with street lights and signing, as hereinafter set forth. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the County shall prepare the necessary plans, specifications and proposal which shall <br />constitute "Preliminary Engineering". The County shall also perform the construction <br />inspection required to complete the items of work hereinafter set forth, which shall <br />constitute "Engineering and Inspection" and shall be so referred to hereinafter. <br /> <br />2) <br /> <br />That the contract cost of the work or, if the work is not contracted, the cost of all labor, <br />materials, and equipment rental required to complete the work, except the cost of providing <br />the power supply to the service pole or pad, shall constitute the actual "Construction Cost" <br />and shall be so referred to hereinafter. <br /> <br />3) <br /> <br />That the County with its own forces and equipment or by contract shall remove the existing <br />traffic control signal and install a new traffic control signal with street lights and signing on <br />Trunk Highway #47 (St. Francis Boulevard NW) and County State Aid Highway #116 <br />(Industrial Avenue NW) in accordance with State Project No. 0206-47 and State Aid <br />Project No. 02-716-01. Estimated Construction Cost is $141,905.48 which includes <br />County furnished materials. State's share is 67 percent. County's share is 33 percent. <br /> <br />4) <br /> <br />That the State will furnish to the County the State furnished materials to be installed with <br />the County work provided in Paragraph 3. Estimated cost for State furnished materials is <br />$15,000.00 State's share is 67 percent. County's share is 33 percent. <br /> <br /> <br />
