Councilmember Zimmennan introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #96-08-207 <br /> <br />RESOLUTION AUTHORIZING PARTICIPATION IN THE SUBURBAN RATE <br />AUTHORITY; AND DESIGNATING A REPRESENTATIVE OF THE CITY AS <br />ITS MEMBER ON THE BOARD OF THE SUBURBAN RATE AUTHORITY <br /> <br /> WHEREAS, the City of Ramsey is authorized by Minnesota Statutes, Section 471.59 to <br />enter into joint and cooperative agreements with other governmental units; and <br /> <br /> WHEREAS, the Suburban Rate Authority (SRA) has been effective voice for suburban <br />Metropolitan Area cities and residents, as a regulatory body from 1962 through 1974 and as an <br />intervenor in gas, electric and telecommunications matters from 1975 to the present; and <br /> <br /> WHEREAS the Ramsey City Council has determined it is in the City's best interests to <br />cooperate with other municipalities in the monitoring of utility services in the Metropolitan Area by <br />participating in the Suburban Rate Authority; and <br /> <br /> WHEREAS, the SRA has offered an associate membership to the City through June 30, <br />1997, with a waiver of the assessment of $400 per year per 5,000 in population, or fraction <br />thereof; and <br /> <br /> WHEREAS, there are numerous important issues facing cities in gas, electric and <br />telecommunications matters that require joint and cooperative efforts by and among cities. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City of Ramsey will become an associate member of the SRA in accordance with <br />the terms of the SRA offer of August 9, 1996. The City Administrator and the Mayor are <br />authorized and directed to execute and deliver the documents and certificates necessary to <br />effect associate membership in the SRA. <br /> <br />2) <br /> <br />That the City Administrator is authorized and directed to contact the SRA regarding the <br />City's decision to become an associate member as offered and to obtain the details of <br />associate membership. <br /> <br />3) <br /> <br />That City Engineer Steven Jankowski is designated as the City's first director on the Board <br />of Directors of the Suburban Rate Authority and Councilmember Gerald Zimmerman is <br />designated as the alternate. <br /> <br />4) <br /> <br />That the Recording Secretary is directed to prepare a certified copy of this resolution for <br />filing and mailing to the Suburban Rate Authority. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Hardin <br />Councilmember Zimmerman <br />Councilmember Beyer <br />Councilmember Beahen <br /> <br /> <br />
