Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g96-09-269 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT g0411 TO REZONE CERTAIN <br />PROPERTY FROM R-1 RURAL RESIDENTIAL TO <br /> R-3 URBAN RESIDENTIAL <br /> <br /> WHEREAS, the City received an application to rezone certain property from R-1 Rural <br />Residential to R-3 Urban Residential to facilitate the development of a church on the subject <br />property. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That New Life Church, hereinafter referred to as the Applicant, is proposing to construct a <br />church building on property generally located east of T.H. #47 at about 172nd Lane N.W. <br />and legally described as follows: <br /> <br />Unplatted City of Ramsey, that part of the Northwest Quarter of the Northeast Quarter, <br />Section 11, Township 32, Range 25, Anoka County, Minnesota described as follows: <br />Commencing at the intersection of the South line of said Northwest Quarter of the <br />Northeast Quarter with the centerline of State Highway No. 47 as now laid out and <br />constructed, thence east along said South line a distance of 733 feet, thence north at a fight <br />angle to a point 300 feet south of the North line of said Northwest Quarter of the Northeast <br />Quarter and the actual point of beginning described herein, thence continuing north along <br />the last described line a distance of 300 feet to the said North line, thence west along said <br />North line to the centerline of State Trunk Highway No. 47, thence southerly along said <br />centerline to the intersection with a line drawn west from the point of beginning and parallel <br />with said South line, thence east along said parallel line to the actual point of beginning. <br /> <br />-and- <br /> <br />That part of the Northwest Quarter of the Northeast Quarter described as follows: <br />Commencing at the intersection of the South line of said Northwest Quarter of the <br />Northeast Quarter with the centerline of St. Francis Boulevard NW (a/k/a C.S.A.H. <br />No.47), thence east along said South line 733 feet, thence north at a fight angle to a point <br />611 feet south of North line of said Northwest Quarter of the Northeast Quarter, as <br />measured along the East line of the North Half of the Northeast Quarter, and to the point of <br />beginning, thence continuing north along the last described line 311 feet to a point 300 feet <br />south of said North line, thence west parallel with said South line to said centerline of <br />C.S.A.H. No. 47, thence southerly along said centerline to its intersection with a line <br />drawn west from the point of beginning and parallel with said South line, thence east along <br />said parallel line to the point of beginning; except road; subject to easement of record. <br /> <br />(the "Subject Property") <br /> <br />That the Subject Property is zoned R-1 Rural Residential for which churches are not a <br />permitted use. <br /> <br />That the Applicant has submitted an application to the City of Ramsey to rezone the Subject <br />Property to R-3 Urban Residential, for which churches are a permitted use. <br /> <br /> <br />
