Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #96-11-333 <br /> <br />RESOLUTION AUTHORIZING PARTICIPATION IN A JOINT POWERS <br />AGREEMENT WITH ANOKA COUNTY IN A COUNTY-WIDE WELL HEAD <br />PROTECTION STUDY <br /> <br /> WHEREAS, the City of Ramsey is now, or will be, required by the Minnesota Department <br />of Health to prepare well head protection plans for its community's public water supply and desires to <br />coordinate its efforts to develop well head plans for its community; and <br /> <br /> WHEREAS, the City has determined that it is in its best interest to develop a common <br />groundwater model that has common elements for its well head protection plan including <br />determination of well head protection areas around its public water supply wells, and desires to <br />jointly use the services of a consultant for development of a portion of its well protection plans; and <br /> <br /> WHEREAS, the City desires to make a joint decision concerning the best method to <br />determine its needs and selection of a groundwater model and agrees that it is in its interest that the <br />cost for development of portions of its well head protection plan be shared and its respective <br />responsibilities and obligations be defined. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City Council hereby authorizes the Mayor and/or City Administrator to sign a joint <br />powers agreement with Anoka County which provides for a process to determine the cost of <br />pursuing a common groundwater model and well head protective plan. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Hardin <br />Councilmember Beyer <br />Councilmember Zimmerman <br />Councilmember Beahen <br />Councilmember Peterson <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />None <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 26th day of November, 1996. <br /> <br />ATTEST: <br />~Administrator <br /> <br /> <br />
