Councilmember Haas Steffen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #97-02-049 <br /> <br />RESOLUTION AUTHORIZING <br />COOPERATIVE ACTIVITIES <br />SYSTEM (MPRS) <br /> <br /> AND APPROVING PARTICIPATION IN <br />OF MINNESOTA POLICE RECRUITMENT <br /> <br /> WHEREAS, the City of Ramsey is a defendant along with the Minnesota Police <br />Recruitment System, a Minnesota joint powers organization ("MPRS"), and 35 other Minnesota <br />cities in two companion civil actions in Hennepin County District court entitled Fields v. MPRS et <br />al._~, and Starks v. MPRS, et al., District Court File Numbers EM 93-218 and EM 93-219 <br />(collectively referred to as the "Action"); and <br /> <br /> WHEREAS, by order of the court dated November 7, 1996 (the "Order") in the action, <br />the defendants are obligated to undertake certain activities relating to the recruitment and hiring of <br />minority persons; and <br /> <br /> WHEREAS, the MPRS has offered to undertake certain of such activities on behalf of <br />defendant cities which wish to act cooperatively to fulfill their obligation as set forth in the Order, <br />on terms and conditions established by the MPRS; and <br /> <br /> WHEREAS, the City Council has determined that it is in the best interests of the City to <br />participate cooperatively in the MPRS program. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City authorizes and approves participation in the cooperative activities of the <br />MPRS in accordance with the terms and conditions established for such participation by the <br />MPRS, for an amount not to exceed $1,000 per year. Prior to renewing participation, and <br />not more than nine months from the date the services started, City Council will again <br />review this. <br /> <br />2) <br /> <br />That the City Administrator is authorized and directed to take actions as are necessary to <br />participate in the MPRS program. <br /> <br />3) <br /> <br />That data provided by the City to the MPRS are to be administered in accordance with <br />Minnesota Statutes, Chapter 13, and the MPRS shall maintain data on individuals in <br />accordance with statutory provisions applicable to that data. <br /> <br />4) <br /> <br />That the City Administrator is directed to file a certified copy of this resolution with the <br />president of MPRS. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Haas Steffen <br />Councilmember Beyer <br />Councilmember Beahen <br />Councilmember Zimmerman <br /> <br /> <br />
