That the Applicant is proposing to strip the topsoil on the Subject Property, export approximately 17,430 cubic yards of material, and replace the topsoil. That no fill materials are proposed to be imported to the subject property. That no blasting will be employed in the mining activity. That no excavation will take place within the road right-of-way. That the existing drainage patterns will not be substantially altered by the proposed grading plan. That there are other similar conditional use permits that have been approved by the City. That the mining operation will increase the traffic to the subject property and surrounding area. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will not substantially adversely impair the use, enjoyment or market value of any surrounding property. That the proposed use will be operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity, and that such use will not change the essential character of the area. That the proposed use will not be hazardous or disturbing to existing or future neighboring uses. That the proposed use will be a substantial improvement to property in the immediate vicinity and to the community as a whole. That the proposed use will be served adequately by public facilities and services such as highways and streets. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it will not be detrimental to the economic welfare of the community.
