Councilmember Zimmerman introduced the following resolution and moved for its adoption: RESOLUTION #97-04-078 RESOLUTION ESTABLISHING MUNICIPAL STATE AID HIGHWAY WHEREAS, the City of Ramsey has adopted a Comprehensive Plan which provides for a system of arterial and collector thoroughfare; and WHEREAS, the State of Minnesota has established a Municipal State Aid System (MSAS) under Chapter 162 of the State Statutes which promotes the construction and maintenance of such an arterial and collector system; and WHEREAS, it is in the best interest of the City of Ramsey to modify the designated MSAS to conform to its changing transportation needs; and WHEREAS, the City of Elk River has similar interests and has undertaken to designate a portion of Jarvis Street within that City's jurisdiction as an MSAS street. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the following MSAS segment be added to the system: The entire distance of Jarvis Street NW lying within the City of Ramsey (a total distance of 0.8 miles of which the east half of the centerline falls inside Ramsey corporate limits). 2) That the City Administrator is hereby authorized and directed to forward two certified copies of this resolution to the Commission of Transportation for consideration and, that upon approval of the revisions of said road or portion thereof, that same be constructed, improved and maintained as a part of the MSAS of the City of Ramsey. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Beahen and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Zimmerman Councilmember Beahen Councilmember Beyer Councilmember Haas Steffen and the following voted against the same: None
