Councilmember Zimmerman moved for the adoption of the following resolution: <br /> <br />RESOLUTION #97-05-125 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0425 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A SEASONAL OUTDOOR <br />RECREATIONAL FACILITY <br /> <br /> WHEREAS, Holm's Super Bowl, Inc., hereinafter referred to as "Applicant", has <br />properly applied for a Conditional Use Permit to establish seasonal outdoor volleyball courts and <br />concessions on the property generally known as 6740 Hwy. #10 N.W. and legally described as <br />follows: <br /> <br />Lot 1, Block 1, RIVERVIEW BOWL, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 of the Ramsey City Code on April 21, 1997, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br /> <br />That the subject property is located in the B-3 Highway Business District and is <br />approximately 3 acres in size. <br /> <br />That the surrounding parcels east, west and north are also zoned B-3 Highway Business. <br />The adjacent parcel to the southeast is zoned R-1 urban Residential and the adjacent parcel <br />to the southwest is currently zoned B-3 Highway Business. However, the owner of the <br />parcel to the southwest has made official application to the City of Ramsey to rezone the <br />parcel to R-1 Urban Residential. <br /> <br />That the Applicant is proposing to eliminate 2 pre-existing outdoor volleyball courts on the <br />east side of the principal building and replace them with 4 courts on the west side of the <br />building. <br /> <br />That Section 9.20.23 of the Ramsey City Code establishes that commercial recreational <br />uses and on-sale liquor establishments are permitted uses within that District. <br /> <br />That City Staff has determined that the intensification of the permitted uses outdoors <br />should be addressed with a conditional use permit because of the possible conflicts that <br />could arise between the uses and the residential neighborhood to the south. <br /> <br /> <br />
