Board Member Bawden introduced the following resolution and moved for its adoption: RESOLUTION #97-08-186 RESOLUTION ADOPTING FINDINGS OF FACT #0436 RELATING TO A REQUEST FROM ROLAND RING-JARVI FOR A VARIANCE TO CONSTRUCT AN ACCESSORY STRUCTURE NEARER THE FRONT PROPERTY LINE THAN THE PRINCIPAL STRUCTURE WHEREAS, Roland Ring-Jarvi, hereinafter referred to as "Applicant," has properly applied for a Board of Adjustment variance from Section 9.11.02 of the Ramsey City Code to construct an accessory structure nearer the front property line than the principal structure on the property generally known as 14260 Bowers Drive NW and legally described as follows: Lot 5, Block 1, Bower's Mississippi Acres 3rd Addition, Anoka County, Minnesota (the "Subject Property"). NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ADJUSTMENT OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the Applicant appeared before the Board of Adjustment for a public hearing pursuant to Section 9.03.05 of the Ramsey City Code on August 5, 1997, and that said public hearing was properly advertised, and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. That the Subject Property is zoned R-1 Rural Residential and is approximately 1.5 acres in size. 3. That the Subject Property is surrounded by R-1 Rural Residential zoning. That Section 9.11.02 of the Ramsey City Code does not permit the construction of accessory structures nearer the front property line than the principal structure. That Section 9.21 of City Code establishes a structure setback of 200 feet from the Ordinary High Water (OHW) mark of the Mississippi River. That the principal structure on the Subject Property is located approximately 179 feet from the front property line and 75 feet from the OHW mark of the Mississippi River. That the Applicant is proposing to construct a 24'x35' accessory structure on the Subject Property that will be approximately 150 feet from the front property line and 115 feet from the OHW mark of the Mississippi River.
