NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on October 14, 1997, Judy Kuemper, hereinafter referred to as "Applicant," properly <br />applied for a conditional use permit to construct an accessory structure on a parcel prior to <br />the principal building. <br /> <br />That the applicant appeared before the Ramsey Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the City Code on November 4, 1997, and that said public <br />hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />That the property generally known as 5420 151 st Avenue NW consists of two separate lots <br />of record and the Applicant resides on one of the lots and is proposing to construct an <br />accessory structure on the adjacent vacant lot, referred to above as the Subject Property. <br /> <br />4. That the Subject Property is approximately 3 acres in size. <br /> <br />That the Subject Property is located in the Metropolitan Urban Service Area (MUSA) and <br />the most northerly extension of it is zoned R-1 Rural Residential and the remainder of the <br />Subject Property is zoned R-1 Urban Residential. <br /> <br />That the surrounding parcels are zoned either R-1 Urban Residential or R-1 Rural <br />Residential. <br /> <br />That Section 9.11.02, Subd. 4 of the Ramsey City Code states that no accessory structure <br />shall be constructed on any lot prior to the time of construction of the principal building. <br /> <br />That there is no principal building or dwelling on the Subject Property, but the Applicant <br />resides on the adjacent parcel to the east. <br /> <br />That if the. Applicant were willing to replat the property into one lot of record, a conditional <br />use permit would not be necessary for the construction of the proposed accessory building <br />on the Subject Property. <br /> <br />10. That the Subject Property, at its current size, is entitled to a total of 2,464 square feet of <br /> garage and accessory building space. <br /> <br />11. That a 1,200 square foot barn currently exists on the Subject Property. <br /> <br />12. That the Applicant is proposing to construct a 1,536 square foot metal accessory building <br /> on the Subject Property. <br /> <br />2 <br /> <br /> <br />
