WHEREAS, on January 10, 1997, the City of Ramsey received an application <br />and sketch plan for the proposed plat of Apple Ridge; and <br /> <br /> WHEREAS, on February 4, 1997, the Planning Commission reviewed the sketch <br />plan for Apple Ridge and recommended proceeding to the preliminary plat stage; and <br /> <br /> WHEREAS, on February 13, 1997, the Park and Recreation Commission <br />reviewed the proposed plat of Apple Ridge and recommended that park dedication be <br />satisfied with a cash payment to be utilized towards the acquisition of land in the area for <br />a community/neighborhood park; and <br /> <br /> WHEREAS, on February 25, 1997, at the request of the Developer, the sketch <br />plan was submitted to City Council for review and comment and the City Council <br />recommended proceeding to the preliminary plat stage based on the discussion at the <br />meeting; and <br /> <br /> WHEREAS, on April 1, 1997, the Planning Commission conducted public <br />hearings regarding the proposed preliminary plat of Apple Ridge and rezoning the <br />Subject Property from R-1 Rural Residential to R-1 Urban Residential; and <br /> <br /> WHEREAS, on April 7, 1997, the Planning Commission recommended that City <br />Council approve the preliminary plat of Apple Ridge; and <br /> <br /> WHEREAS, on May 6, 1997, the Planning Commission reconvened the public <br />hearing on the application to rezone the Subject Property to R-1 Urban Residential and <br />recommended City Council approval of the request; and <br /> <br /> WHEREAS, on June 10, 1997, the City Council adopted Ordinance #97-06 <br />rezoning the Subject Property to R-1 Urban Residential; and <br /> <br /> WHEREAS, on June 24, 1997, the City Council approved the preliminary plat <br />for Apple Ridge; and <br /> <br /> WHEREAS, by a transmittal dated June 24, 1997, the City of Ramsey received <br />notification from the Environmental Quality Board (EQB) that a petition had been <br />received requesting an Environmental Assessment Worksheet (EAW) be prepared on the <br />proposed project of Apple Ridge; and <br /> <br /> WHEREAS, the City engaged the firm of Hakanson Anderson Associates, Inc., <br />to review the materials in the petition for an EAW to determine whether the Apple Ridge <br />subdivision had the potential for significant environmental effects; and <br /> <br /> WHEREAS, on July 8, 1997, Hakanson Anderson Associates, Inc., concluded to <br />City Council that there is not sufficient evidence to determine that significant <br />environmental effects could be attributed to the proposed project of Apple Ridge and the <br /> <br /> RESOLUTION #98-02-035 <br /> Page 2 of 4 <br /> <br /> <br />
