WHEREAS, by a transmittal dated June 24, 1997, the City of Ramsey received <br />notification from the Environmental Quality Board (EQB) that a petition had been received <br />requesting an Environmental Assessment Worksheet (EAW) be prepared on the proposed project <br />of Apple Ridge; and <br /> <br /> WHEREAS, the City engaged the firm of Hakanson Anderson Associates, Inc., to <br />review the materials in the petition for an EAW to determine whether the Apple Ridge <br />subdivision had the potential for significant environmental effects; and <br /> <br /> WHEREAS, on July 8, 1997, Hakanson Anderson Associates, Inc., concluded to City <br />Council that there is not sufficient evidence to determine that significant environmental effects <br />could be attributed to the proposed project of Apple Ridge and the City Council implemented the <br />option for 15 day extension to make a decision on the necessity of an EAW; and <br /> <br /> WHEREAS, on July 22, 1997, the City Council adopted Findings of Fact #0434 and <br />concluded that an EAW will not be required for the Apple Ridge project as the environmental <br />impacts are not likely to be significant; and <br /> <br /> WHEREAS, on February 10, 1998, the City Council adopted Resolution #98-02-035 <br />granting final plat approval of Apple Ridge, the first of five phases; and <br /> <br /> WHEREAS, on May 12, 1998, the City Council adopted Resolution #98-05-090 <br />granting final plat approval of Apple Ridge 4th Addition. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby grants final plat approval of Apple Ridge 5th <br />Addition in accordance with relevant City Codes. <br /> <br />2) <br /> <br />That the Developer shall enter into a development agreement with the City for the <br />development of the Subject Property. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beahen, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Haas Steffen <br />Councilmember Beahen <br /> <br />and the following voted against the same: <br /> <br />Councilmember Zimmerman <br /> <br />RESOLUTION #98-05-091 <br /> Page 2 of 3 <br /> <br /> <br />
