Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #98-10-260 <br /> <br />A RESOLUTION ADOPTING FINDING OF FACT #0477 RELATING TO A REQUEST <br />FROM THE CITY OF RAMSEY FOR A CONDITIONAL USE PERMIT TO GRADE <br />AND EXPORTS SOILS <br /> <br /> WHEREAS, the City of Ramsey, in its pursuit of a cooperative project with the Anoka <br />County Housing and Redevelopment Authority to develop a senior housing facility, is seeking a <br />conditional use permit to grade and export excess soils from the property legally described as <br />follows: <br /> <br />That part of the Northeast Quarter of the Southwest Quarter of Section 25, Township 32, <br />Range 25, Anoka County, Minnesota, lying southwesterly of the southwesterly right-of- <br />way line of County State Highway No. 5 and lying easterly of the easterly right-of-way <br />line of Dysprosium Street and lying westerly of the westerly right-of-way line of Trunk <br />Highway No. 47, subject to easements of record. <br /> <br />(the "Subject Property"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on October 28, 1997, the City Council adopted Resolution #97-10-316 declaring <br />intent to participate in the 1998 Anoka County Housing and Redevelopment Authority <br />levy for the purpose of pursuing a senior housing project in the community. <br /> <br />That on June 9, 1998, the City Council identified the Subject Property as the preferred <br />site for a senior housing project. <br /> <br />o <br /> <br />That on August 25, 1998, the City Council rezoned the Subject Property from B-1 <br />Business to Multiple Residential to facilitate development of a senior housing project. <br /> <br />That on August 25, 1998, the City Council approved the site plan for the Senior Housing <br />Project, which included a preliminary grading plan that identified the need to export <br />excess soils from the Subject Property. <br /> <br />That the project coordinator, Dunbar Development Corporation, has provided a Grading, <br />Drainage and Erosion Control Plan prepared by Miller Hanson Westerbeck Berger, Inc., <br />Architects and Planners, dated July 17, 1998, Revision Dates July 21, 1998, September 9, <br />1998 and September 25, 1998. <br /> <br />o <br /> <br />That the Ramsey Planning Commission conducted a public hearing pursuant to Section <br />9.03.04 of the City Code on October 6,1 998, and that said public hearing was properly <br /> <br /> <br />
