3.03. <br /> <br />3.04. <br /> <br />3.05. <br /> <br />3.06. <br /> <br />3.07. <br /> <br />The proposed public improvements to be financed in part through tax increment <br />financing are necessary to permit the City to realize the full potential of the TIF <br />and Development Districts in terms of development intensity, employment <br />opportunities and tax base. <br />The modified TIF Plans conform to the general plan of development of the City as <br />a whole. The factual basis for this finding is that the planning commission has <br />reviewed the modified TIF Plans and confirmed that they conform to the <br />comprehensive city plans. <br />The modified TIF Plans will afford maximum opportunity, consistent with the <br />sound needs of the City as a whole, for the development of the TIF and <br />Development Districts by private enterprise. The factual basis for this finding is <br />that all the improvements and developments proposed in the modified TIF Plans <br />are designed to remove impediments to private development and provide <br />assistance necessary to facilitate such development in accordance with the City's <br />economic development plans. <br />This modification does not change the classification or boundaries of any TIF <br />District. TIF District No. 1 remains classified as a redevelopment district under <br />Section 273.73, subd. 10 (3) of the TIF Act; TIF District No. 2 remains classified <br />as a redevelopment Section 273.73, subd. 10 (a)(2) of the TIF Act; TIF District <br />No. 4 remains classified as a redevelopment district under Section 469.174, Subd. <br />10(a)(2) of the TIF Act request for; and TIF District No. 6 remains an economic <br />development district under Section 469.174, subd. 12 of the TIF Act (all statutory <br />cities as of the date of request for certification). <br />The City has relied upon the reports and recommendations of its staff and <br />consultants as well as the personal knowledge of members of the City Council in <br />reaching its conclusions regarding the modified Program and TIF Plans. <br /> <br />Section 4 Modified Program and TIF Plans adopted; Filing. <br /> <br />4.01 The modified Program and TIF Plans are hereby approved and adopted. <br /> <br />4.02 The geographic boundaries of the Development District as expanded are described <br />in the modified Program, which document along with the modified TIF Plans are <br />incorporated herein by reference. <br /> <br />4.03 The City Administrator is authorized and directed to file a copy of this resolution <br />together with a copy of the modified Program and TIF Plans to the Auditor of Anoka <br />County, and to file a copy of those documents with the Minnesota Commissioner of <br />Revenue as required by the TIF Act; provided that nothing herein shall be deemed to <br />constitute a request for certification of any parcel or TIF District. <br /> <br />RESOLUTION #98-11-278 <br /> Page 3 of 4 <br /> <br /> <br />
