Councilmember Haas Steffen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #98-11-280 <br /> <br />RESOLUTION ENABLING THE CREATION OF AN ECONOMIC DEVELOPMENT <br />AUTHORITY IN THE CITY OF RAMSEY, MINNESOTA <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />Section 1. Background and Findings. <br /> <br />1.01. <br /> <br />1.02. <br /> <br />1.03. <br /> <br />1.04. <br /> <br />The City is authorized by Minnesota Statutes, Chapter 469 (the Act) and <br />specifically Section 469.091, to establish an Economic Development Authority <br />(EDA) to coordinate and administer economic development and redevelopment <br />plans and programs of the City of Ramsey. <br />It is found and determined by the City Council that the encouragement and <br />financial support of economic development and redevelopment in the City is vital <br />to the orderly development and financing of the City and in the best interests of <br />the health, safety, prosperity and general welfare of the citizens of the City. <br />It is further found and determined that the economic development and <br />redevelopment of the City can best be accomplished of an EDA as authorized by <br />the Act. <br />The City Council has, in accordance with the Act and Section 469.093, provided <br />public notice and conducted a public hearing on November 24, 1998, concerning <br />the establishing of an Economic Development Authority, at which hearing all <br />persons desiring to express their views were heard. <br /> <br />Section 2. Enabling Resolution. <br /> <br />2.01 <br /> <br />2.02 <br /> <br />2.03 <br /> <br />The Economic Development Authority of the City of Ramsey, Minnesota (EDA) <br />is hereby established. The EDA is a public body corporate and politic and a <br />political subdivision of the State of Minnesota. <br />The EDA shall have all the powers, duties and responsibilities set forth in Section <br />469.090 to 469.108 of the Act and as said Act may be amended from time to time, <br />and all other applicable laws, except as limited by this Resolution. <br />The EDA shall consist of a governing body of seven commissioners. Two of the <br />commissioners shall be members of the City Council. All commissioners shall be <br />appointed by the Mayor with the approval of the City Council. Those initially <br />appointed shall be appointed for terms of two, three, four, five, and six years <br />respectively. Thereafter, all commissioners shall be appointed for six year terms. <br />A vacancy is created in the membership of the commission when a City Council <br />member of the Authority ends Council membership. <br /> <br /> <br />
