Councilmember Haas Steffen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION//99-01-021 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT /40484 RELATING TO A <br />REQUEST FROM NORTHLAND SECURITY BANK FOR A CONDITIONAL USE <br />PERMIT TO EXCEED SIGN SIZE RESTRICTIONS IN A COMMERCIAL DISTRICT <br /> <br /> WHEREAS, the City of Ramsey received an application from Northland Security Bank <br />for a conditional use permit to exceed the sign size restrictions at the bank facility located on the <br />property generally known as 14125 St. Francis Blvd. NW and legally described as follows: <br /> <br />Lot 4, Block 1, RIVER'S BEND PLAZA 3~ ADDITION, Anoka County, Minnesota <br /> <br />("Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on December 8, 1998, Northland Security Bank, hereinafter referred to as <br />"Applicant," properly applied for a conditional use permit to exceed the sign size <br />restrictions in the commercial district. <br /> <br />That the applicant appeared before the Ramsey Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the City Code on January 5, 1999, and that said public <br />hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />3. That the Subject Property is approximately 1.5 acres in size. <br /> <br />That the Subject Property, the adjacent property to the south, and the property on the west <br />side of St. Francis Blvd. is zoned Planned Unit Development; the property on the north <br />side of 142"a Avenue is zoned B-1 Business, and the property on the east side of Xkimo <br />Street NW is owned public park land. <br /> <br />o <br /> <br />That Section 9.12.08, Subd. 1 of the Ramsey City Code states that the sign surface area on <br />a ground sign in a commercial district shall not exceed 100 square feet. <br /> <br />o <br /> <br />That the amount of sign surface area currently existing on the ground sign on the Subject <br />Property is approximately 100 square feet. <br /> <br />That the Applicant is proposing to add a fourteen (14) square foot "Instant Cash" sign to <br />the existing ground or freestanding sign structure. <br /> <br /> <br />
