Councilmember Haas Steffen moved for the adoption of the following findings of fact: <br /> <br />RESOLUTION//99-02-044 <br /> <br />A RESOLUTION ESTABLISHING A MORATORIUM EXTENSION ON THE <br />DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE CITY OF <br />RAMSEY, ANOKA COUNTY, MINNESOTA <br /> <br /> WHEREAS, the City Council has engaged a planning consultant to update the City's <br />Comprehensive Plan; and <br /> <br />WHEREAS, part of the consultant's efforts include the creation of a land use map; and <br /> <br /> WHEREAS, based on the studies to date, the City Council has determined that there are <br />certain parcels within the City that are land use sensitive and subject to change in the <br />comprehensive plan amendment; and <br /> <br /> WHEREAS, the City Council adopted Ordinances 99-08, 98-13 and 98-18, which <br />ordinances prohibited the subdivision, rezoning, site plans, conditional use permits and variances <br />on certain parcels of land identified as land use sensitive attached hereto as Exhibit A; and <br /> <br /> WHEREAS, said Ordinances provided that their respective terms could be extended by <br />the City Council for an additional period of time. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That pursuant to the authority granted in City Ordinances 98-08, 98-13 and 98-18, the <br />City of Ramsey hereby extends the terms of the moratoriums created by said Ordinances <br />for an additional six month period to protect the planning process, to protect the health, <br />safety and welfare of the citizens of Ramsey, and to provide the opportunity to adopt <br />official control to implement the new comprehensive plan. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Hendriksen, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Haas Steffen <br />Councilmember Hendriksen <br />Councilmember Anderson <br />Councilmember Zimmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br /> <br />
