Mayor Gamec introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #99-03-046 <br /> <br />RESOLUTION IN OPPOSITION TO LEGISLATION EXTENDING LEVY LIMITS <br /> <br /> WHEREAS, legislation has been drafted that would extend the levy limits placed on <br />local units of government for the Year 2000 and beyond; and <br /> <br /> WHEREAS, the City of Ramsey is a rapidly growing population with an ever-expanding <br />need for delivery of public services; and <br /> <br /> WHEREAS, locally elected officials are responsible for the development and <br />governance of their jurisdiction; and <br /> <br /> WHEREAS, City Council members are responsible for the adoption of an annual <br />operating budget that includes a property tax levy; and <br /> <br /> WHEREAS, arbitrary levy limits are inefficient, ineffective, interfere with local <br />accountability, and ignore local circumstances; and <br /> <br /> WHEREAS, through local procedures and the truth in taxation process taxpayers and the <br />City Council can engage in an informative discussion regarding property taxes; and <br /> <br /> WHEREAS, City Council members are responsible and are held accountable for City <br />policies and services; and <br /> <br /> WHEREAS, arbitrary levy limits undermine the credibility and accountability of local <br />officials who are closest to the citizens and in the best position to made responsible decisions <br />about spending and services in their respective communities; and <br /> <br /> WHEREAS, cities and state government serve common constituents and elected officials <br />at all levels of government work to insure efficient and cost-effective government. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council communicates to its elected representatives in the <br />Minnesota State Legislature that City strongly opposes the extension of arbitrary levy <br />limits, which are inefficient, ineffective, interfere with local accountability, and ignore <br />local circumstances. <br /> <br /> <br />
