4. The Permit Holder shall implement sediment and erosion control practices in accordance with the plans submitted and the recommendations of the Department of Natural Resources. 5. Grading operations shall be conducted in such a manner so as not to affect the surface water drainage outside the boundaries of the Subject Property. 6. There shall be no stockpiling of materials, other than on a temporary basis, allowed within the boundaries of the Subject Property. 7. All costs incurred by the City in executing and administering this permit shall be the responsibility of the permit holder. 8. All grading operations shall be conducted between 7:00 a.m. and 8 p.m. on weekdays only unless otherwise specifically approved by the City Administrator and/or his designee. All operations shall comply with all applicable Minnesota Pollution Control Agency regulations and Federal and Environmental Protection Agency regulations for the protection of water quality. The motion for adoption of the foregoing resolution was duly seconded by Councilmember Zimmerman, and upon vote being taken thereon, the following voted in favor thereof: Mayor Thomas Gamec Councilmember Terry Hendriksen Councilmember Gerald Zimmerman Councilmember Susan Anderson Councilmember Natalie Haas Steffen and the following voted against the same: None and the following abstained: None and the following were absent: None whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 27th day of April, 1999. T.V. Rao hereby acknowledge receipt of this permit and that he has reviewed the conditions of this permit and has agreed that he will comply with the terms of this permit.
