Mayor Gamec introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #99-10-195 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0507 RELATING TO A <br />REQUEST FROM ZITCO, INC. FOR A CONDITIONAL USE PERMIT FOR SELF- <br />SERVICE MINI-STORAGE GARAGES IN A COMMERCIAL DISTRICT <br /> <br /> WHEREAS, the City of Ramsey received an application from Lowell Zitzloff, dba LNR <br />Properties, for a conditional use permit to establish a second principal, non-permitted use on the <br />property legally described as follows: <br /> <br />Lots 1, lA, and 2, Block 1, GUY ADDITION, Anoka County, Minnesota <br /> <br />("Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on August 19, 1999, Lowell Zitzloff, hereinafter referred to as "Applicant," properly <br />applied for a conditional use permit to construct and operate self-service mini-storage <br />garages in the commercial district. <br /> <br />That the Applicant appeared before the Ramsey Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the City Code on September 7, 1999, and that said public <br />hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />3. That the Subject Property is approximately 2 acres in size. <br /> <br />That the Subject Property, the adjacent property to the east and west, and the property on <br />the south side of Hwy. #10 is zoned B-3 Highway Business; and the property on the north <br />side of the railroad tracks is zoned Industrial. <br /> <br />That the Applicant is proposing to develop the Subject Property with a multi-tenant retail <br />building, a portion of which is proposed to house self-service mini-storage garages. <br /> <br />That the Preliminary Site Plan, prepared by Bruce W. Schmitt & Associates dated May 8, <br />1999, Revision Date August 17, 1999, identifies an accessory building that is also <br />proposed to house additional self-service mini-storage garages. <br /> <br />That self-service mini-storage units are not a permitted use in any zoning district in the <br />City and development and operation of same requires a conditional use permit. <br /> <br /> <br />
