Councilmember Connolly introduced the following resolution and moved for its adoption: <br /> <br /> RESOLUTION #99-10-201 <br /> <br />RESOLUTION APPROVING REDEVELOPMENT PROJECT AREA AND PLAN <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />Section 1. Recitals. <br /> <br /> 1.01. It has been proposed by the Economic Development Authority of the City of Ramsey <br />(the "Authority") that the Authority establish a Redevelopment Project Area (the Redevelopment <br />Project Area~) in connection with the construction and equipping of a fire station; and adopt the <br />Redevelopment Plan for the Redevelopment Project Area (the "Plan"); all pursuant to and in <br />conformity with applicable law, including Minnesota Statutes, Sections 469.001 through 469.047 <br />and 469.090 through 469.1081; all as reflected in that certain document entitled in part "Ramsey <br />Redevelopment Plan for Fire Station Project," dated December 1, 1999, and presented for the <br />Council's consideration. <br /> <br />1.02. The Council has investigated the facts relating to the Plan. <br /> <br /> 1.03. The City has performed all actions required by law to be performed prior to the <br />adoption and approval of the Plan, including, but not limited to, a review of and written comment <br />on the Plan by the City Planning Commission, and the holding of a public hearing thereon following <br />at least 10 but not more than 30 days' prior published notice thereof, as required by law. <br /> <br />Section 2. Findings for the Adoption and Approval of the Plan. <br /> <br /> 2.01. The Council hereby finds that the Plan conforms to the general plan for the <br />development or redevelopment of the City as a whole because the Redevelopment Project Area is <br />properly zoned for the intended uses, and the anticipated development is in furtherance of long range <br />plans of the City for that area; and that the Plan will afford maximum opportunity consistent with <br />the sound needs of the City as a whole, for the development of the Redevelopment Project Area and <br />adjacent areas by private enterprise because they will enable the Authority to provide and finance <br />necessary public facilities. <br /> <br /> 2.02. The Council further finds that the Plan is intended and, in the judgment of this <br />Council, its effect will be, to promote the public purposes and accomplish the obi ectives specified <br />in the Redevelopment Plan for the Redevelopment Project Area. <br /> Section 3. Approval and Adoption of the Plan. <br /> <br />3.01. The Plan, as presented to the Council on this date, including without limitation the <br /> findings and statements of objectives contained therein, are hereby approved, ratified, <br /> <br /> <br />
