issued a citation today for an unlicensed rental property who had an unlicensed contractor do work <br /> to a deck without permits. <br /> Mr. Jones asked if they have been writing citations for those who are not getting their rental <br /> licenses when they should be. <br /> Code Enforcement Officer Swalchick explained that as inspectors they do check County records <br /> for homesteading, and they verify utility bills. He added that they also check into properties as <br /> they receive complaints. <br /> Mr. Jones noted that the cost of the rental licenses is supposed to be offsetting the cost of running <br /> this program. He asked why they are not charging more for violations. <br /> Code Enforcement Officer Swalchick shared that they do have reinspection fees; however, they <br /> are trying to be lenient this year as it is a brand new program. He added that they are citing <br /> occupants and landlords as needed. He said the idea behind the fees is not an attempt to make the <br /> landlords pay for everything. He noted that the old program was not working which is why they <br /> created a new program. He explained that there are a lot of costs that go into every inspection and <br /> site visit. <br /> Councilmember Howell asked the property owners if they would prefer the inspections to be done <br /> annually or bi-annually. <br /> Mr. Jones said he does not mind yearly inspections as it allows him to also enter the home and take <br /> a look. He noted that his only concern is with the cost of the program. <br /> Ms. Neilson shared that she believes that having an inspection every few years is a better use of <br /> money. She said she only owns one unit and is in contact with the tenant, so she is made aware of <br /> any issues at the home. She noted that she is a very present landlord and she does not feel that she <br /> or her tenants need to be babysat. <br /> Code Enforcement Officer Swalchick explained that they do offer reduced inspections as part of <br /> this program. <br /> Councilmember Specht noted that this is a great time to take this feedback from residents and <br /> reevaluate the program to make it better. <br /> Councilmember Howell encouraged the property owners to reach out to Council or Staff with any <br /> other ideas and concerns on this program. <br /> Councilmember Woestehoff asked how many rental properties also have owners who live in <br /> Ramsey. <br /> Code Enforcement Officer Swalchick said he can find out. <br /> The Council thanked the property owners for coming forward with their concerns. <br /> City Council Work Session/August 12, 2024 <br /> Page 10 of 12 <br />
