8. 1.
CC Regular Session New
Meeting Date: 08/27/2024
Primary Strategic Plan Initiative: Promote economic growth and development.
Title:
Adopt Ordinance#24-06 and Adopt Resolution#24-212 for Haviland Fields (Presbyterian Homes) -Rezoning
and Site Plan Review for a Multi-Family Residential Development at 14501 Nowthen Blvd. NW.
Purpose/Background:
Presbyterian Homes (the "applicant")has submitted a land use application for development of a large portion of
the Lord of Life Church property at 14501 Nowthen Boulevard NW. The project will remove the two houses on
the site and some of the underused parking lots. The Church's building and some of the parking lot will remain.
Two new multi-family buildings are proposed: a 160-unit senior apartment building and a 280-unit
non-age-restricted apartment building. Additionally, 20 units of senior rental townhomes in the form of 10
one-level twinhome buildings are proposed. In all, 460 units are proposed. The site is currently zoned with three
different designations-R-1 A,R-2, and R-3 and guided in the Comprehensive Plan for Public and High Density
Residential land uses. In order to accommodate all of these uses, a Comprehensive Plan amendment and a
rezoning to a Planned Unit Development are proposed. The application also includes a plat to subdivide the
property and a site plan review for each of the buildings and associated site improvements.
On May 28,the City Council introduced the rezoning ordinance, approved the preliminary plat, and approved a
Comprehensive Plan amendment for this project. Staff then forwarded the Comprehensive Plan amendment to
the Metropolitan Council for their review. Upon their review, it was deemed incomplete because the definition of
"Mixed-Use (High)" did not include institutional uses (for the Lord of Life building). Subsequently, the City
Council approved a text amendment to include institutional uses in that definition and the Metropolitan Council
deemed the submittal complete. The Metropolitan Council's Land Use Committee reviewed the proposal on
August 5 and was found to be generally consistent with housing policy and allowed to be put into effect by the
full Metropolitan Council on August 14 (their letter is attached to this case).
An Environmental Assessment Worksheet(EAW)was completed in the fall of 2023 for this project. The EAW
contains background information required for larger development types, such as this one, and it contains
information on natural resources and traffic. The EAW can be found on the City's website
athttps://www.cityoframsey.com/989/Haviland-Fields. The City Council reviewed this, twice, in fall 2023,
ensuring that Anoka County agreed with the findings of the traffic study.
Tonight's actions for City Council consideration--the adoption of the rezoning ordinance and the site plan
review--is the second of a multi-part initial approval process. The final plat and development agreement(s)will be
brought forward at a future meeting.
Notification:
Mailed public hearing notification was made to properties within 700 feet of the site. "Proposed Development"
signs were placed on the property- one facing Nowthen Boulevard and one facing St. Francis Boulevard. A
hearing notice was also published in the March 15 Anoka Union Herald Newspaper.
In the fall of 2022, the applicant hosted two neighborhood meetings to gather feedback on the concept
development plans. Many of the comments have been incorporated into the plans.
Time Frame/Observations/Alternatives:
