METROPOLITAN <br /> C O U N C I L <br /> August 16, 2024 <br /> Todd Larson, Planning Manager <br /> City of Ramsey <br /> 2823 Hamline Avenue North <br /> Ramsey, MN 55133 <br /> RE: City of Ramsey— Haviland Fields and Text Amendment Comprehensive Plan Amendment— <br /> Notice of Council Action <br /> Metropolitan Council Review File No. 22890-1 <br /> Metropolitan Council District No. 9 <br /> Dear Todd Larson: <br /> At its meeting on August 14, 2024, the Metropolitan Council reviewed the City's comprehensive plan <br /> amendment, based on the staff report (attached). The amendment reguides 11.8 acres from High Density <br /> Residential and 23.7 acres from Public/Institutional (35.5 total acres) to the Mixed Use (High) land use <br /> designation (15-75 u/a with 50% residential). The project is located at 14501 Nowthen Boulevard. The <br /> purpose of the amendment is to allow for the development of 20 townhomes and three multifamily <br /> residential buildings, a total of 460 units. <br /> The Council found that the amendment conforms to the regional system plans for transportation, <br /> wastewater, and parks; is consistent with Thrive MSP 2040 and Council policies; and is compatible with <br /> the plans of adjacent jurisdictions. While the amendment individually is consistent with housing policy, it <br /> does not rectify the Plan's overall inconsistency with housing policy, which remains. However, the City <br /> may place the amendment into effect. Please refer to the advisory comments regarding the Housing <br /> Policy Plan inconsistency as well as comments for transportation, forecasts, and water supply. <br /> A copy of the staff report to the Council is attached for your records. The Council will append the <br /> amendment, submission form and supplemental information to the City's plan in the Council's files.
